What would be the pros and cons of utilizing cosmological phenomena like orbit for a power source?

let's say we could make some sort of track, and harness the moon to it, then have this track be in place around the earth so as the moon orbits the earth it creates some sort of energy by utilizing motion. obviously this would not be for some time as it would need to be a global effort. what would be the benefits and downsides/consequences to this. my first though was tidal influence.
