Why is my penis so itchy?

I'm a virgin but there are 2 bumps the size of a pinkie nail that kinda look like pimples but no pus or anything. Please help because I have no clue what it is and it is intensely itchy like crazy. One pump is on the shaft the other is on the ballsack. Remember I'm a virgin.
