98 chevy S10 low volts to the fuel pump?

I have a 1998 Chevy S10 i have 4.96 volts to the fuel pump i have checked the ground from the pump conection to the rear of the truck that shares with the taillights all clean and tight and the ground that's hooked to the filler pipe and it's clean and tight..Is there any more grounds that i should check to get full power to the fuel pump
