Why isn't fuel coming to my fuel filter in my 86 F150?

In our 86 Ford F150 Dual tank we are having problems starting it. we think it's a problem with the fuel system. When we turn it over it sounds like the high pressure fuel pump is working, but when we took off the line going to the filter and tried again no gas came out. Could the pump be shot?
