My oldsmobile bravada cranks but won't start?

My 98 olds won't start but does cranks. we have spark at the plugs and coil. The battery is charged, and no codes are being thrown. The filter isn't clogged and pump turns on. the psi is 40 and it should be about 60. we were told its our fuel pump. is that true?
